Bush has very few things to like about in a public official. He is held to such scrutiny because his job is "the toughest of all". There are countless instances where he has failed with geography, knowledge of foreign leaders, and slips of tongue which are all terrible qualities to have in a President.
People also hate his foreign policy, invading a country to look for things that don't exist, his smirk, and his incompetent staff. He has made very few initiatives and will not be remembered for anything great.

How about the new law he passed that makes it harder to file bankrupcy. Now, when filing for bankrupcy credit card bills don't just fall off, they still have to be paid. This is a law that is made strictly for the rich, and i'm guessing he passed it under the influence of credit card companies. He has turned our "democratic" government into facism. That alone makes him one of the top 3 worst presidents to date.

well back to the original question... you must be thinking of the "no child left behind" act. on paper it says thet schools which reach certain academic standards get more federal funding, which sounds nice but doesnt work. you see, they dont take into consideration the percentage of students who are developmentally disabled, or have learning disabilites (who must be taught in regular classrooms as part of the disabled americans act). this process therefore hurts the schools that need the MOST federal funding (inner city and poor rural communities) because they are already understaffed and overcrowded with children whose probalems are far worse then their education level (drug adicted parents, teen pregnancy, poverty, HIV/AIDS, violence in their community etc.). the schools that profit the most are the typical white-bread surbarban upper-class schools, that have children whose parents can afford Kaplan review course and tutors. that's one reason why ppl hate bush (specifically for your question). do the research and find out how many states are actually going to court to fight the "no child..." act, very interesting.
aside from that, he's a lying conniving SOB, who is alienating our allies, started an unwarranted war with no end in sight, consistently cuts social and art programs, give tax breaks to the richest 2% of americans and heaps the burden on the lowest income recievers in teh country, and is spiraling our country into debt. just to name a few reasons...
